Norwich City Council needed a Community Neighbourhood Board recruited in under four weeks, representing one of the most diverse areas in the city. We had two weeks from contract to launch. Standard council channels weren't going to cut it.

What we did

We built a brand from scratch, taking City Hall draft assets and turning them into a confident, community-facing identity for the West Earlham & Bowthorpe Pride in Place Board.

We designed and built a multilingual website in English, Arabic, Polish, and Kurdish, with a drag-and-drop CMS so community volunteers could run it themselves from Year Two. Applicants could submit a 2–3 minute video instead of a written form, removing barriers for those who express themselves better verbally.

We dropped leaflets to 8,500 homes, put posters in local shops and schools, sent letters home via primary schools, and placed roadside banners across the area.

On social, we didn't just set up a Facebook page and run ads. We joined the community groups where West Earlham and Bowthorpe residents already talk, and started real conversations. We armed local organisations, faith groups, and community leaders with a ready-made digital asset pack so they could spread the word through their own trusted networks.

Plain Speaking PR handled all copy and media relations, going beyond regional press to reach hyper-local publications and local radio.


Why it worked

Every channel was chosen to reach someone that another channel would miss. The leaflet drop caught digitally excluded residents. The multilingual site welcomed non-English speakers. The video application option opened the door for people who'd never fill in a form. And the community group engagement reached people who'd switch off at anything that felt official.

Running brand, print, digital, and PR in parallel, not in sequence meant we hit the deadline without compromising quality. In under 2 weeks the campaign achieved 1,000 website visitors and 21 online applications.
